I installed my bobcat miner 3 days ago but it is not starting to earn. My hotspot sync level is 2 now but my friend installed his miner after from me. His miner started to mine. Can you help.

I had an issue with this too, I found a YouTube video showing how to fast sync the Bobcat 300 and it seemed to work for me. Not sure if it will work for you, but here is the link. (How to Fast Sync Bobcat 300 Helium Miner! - YouTube)
You can always wait, but it really depends how much syncing your device has to do to catch up with the rest of the blockchain.
